The abillity to host unranked is still there, and is being continued with BF3 (info was released somewhere last few days).
The difference here is, with EA you can at least rent ranked servers(Never thought I'd name that as a Pre, cause I hate EA's way of doing business and always praised VALVe in their continues community support). From the lines below I make up that there won't be any community controlled/administrated "ranked/official/whatever" servers. Also, EA has a "trusted partner program" and ONLY allow ranked servers, used to allow unranked in bf2,bf2142 but not anymore.
