Do people even want global rankings? I may not be most people, but I
typically find a good server and only play there. The individual server
seems like the correct place to have rankings maintained, not globally
across all servers.

I'm sure Valve could have a thing that detects if any addons are
installed, and if they are, they will not be added to the ranked pool.
Server admins might probably bypass it, but then they can be delisted
from the pool. Oh wait, I forgot Valve doesn't even bother delisting
fakeclient servers anymore, or so it appears to me. :/
Or just not care so much about the ranking system... it's just going to
be abused by friends intentionally not killing one team to get their
rank up anyways. People are going to find ways to bypass it, and having
"trusted GSP only" like EA will be sad.
