With no valve admins on it, spammers on it, cheaters, and god knows what without any control.. good luck with that. The reason why people stick to certain servers is because there are admins and people know what the servers does.
I see no reason why community/providers cant host 5vs5 ranked. We host war servers for tf2 too, which works just fine.
