Something similar is there which has partially (50%) what you want, but someone would have to create a plugin for it (it is possible, see https://forums.alliedmods.net/showthread.php?t=165329&page=2)

I have found that players are very reluctant to kick or ban other players, even for the worst cases of voice spamming.
