IIRC what you set on the commandline *IS* the highest you can set it, and although I'm less certain about this, I don't think any attempt to set maxplayers to a higher value than what was set on the server command line will work.
Please do us a favor however and do not ask valve to lock things such as maxplayers. Things a lot of operators really don't want have a funny way of showing up in updates. :) Personally I don't really care about having big servers but there are some operators who have the hardware and bandwidth to handle it properly, and continue to operate them quite successfully and I would much rather Valve leave it up to the server operator's discretion than lock it at some quasi-arbitrary value.
