I understand that this works.  But doesn't it leave the CSI in the
state that some elements bear the RMIDs of SUPerseded SYSMODs.
Somehow that makes me uncomfortable.

The supplied RMID (and UMID if applicable) is that of the last SYSMOD that altered the Element. As to that RMID/UMID showing as SUPed, that just allows you to say REQ (or PRE) and get the correct result.
