Organized training is good, but it's just a drop in the bucket compared to someone getting their hands on their own system for as much time as they want. I think a key to mainframe growth (maybe its survival?) is for IBM to figure out a way to allow free home usage of z/OS, z/VM, CICS, etc. on Hercules, without affecting their paid-for market.

That's how people learn Windows/Linux/Android/etc these days - everything they need is cheap or free. And who knows, if z/OS was available for home use, maybe some young whipersnapper would have already written the z/OS equivalent of Inno Setup or apt-get or yum.
