IMHO not exactly. LESS sysprog work => less sysprogs "per unit".
I remember an old IBM course "Introduction to DFSMS". They said before
DFSMS IBM suggested to have storage administration FTE per every 10GB of
DASD space (or it was 50GB, nevermind).
ServerPac is not a method to get rid of sysprogs. This is a facility
which allows sysprog to do his job faster and easier.
And there is still a lot of room for improvement that process.
