I talked to the original owner of the iMac. She said that she never used the modem, it was always connected via broadband. Is it possibly to fry a modem if it's never used?

No, I don't suppose it's likely to fry a modem if you've never used it. This suggests to me that when the OS was installed, the telecom portion was skipped because the owner knew the modem would not be used.

Your best bet is to back up your user data, then reinstall the system fresh (you could try using Pacifist [OS X] or TomeViewer [OS 8-9] to reinstall just the telecom portion, but I think that is unlikely to work). That will probably return the modem controls to you.
