There's no official announcement on whether or not Panther (10.3) will run on all legacy model G3's or not. Been various rumors, but Apple's official "Panther" sneak preview; http://www.apple.com/macosx/panther/ has no mention of compatibility yet. Best guess is it is at least as restrictive as Jaguar.
Panther won't install on any G3 without USB ports built in. It'll install on G3s as early as the Bondi iMac, but no early Powerbooks (Wallstreet).
more accurately... all of the available information is applicable to the DEVELOPER PREVIEW of Panther. the final version may have entirely different requirements. one never knows.
Although, as the saying goes, "Assumption is the mother of all **** ups", I did predict as early as January (when Apple went all OS X) that the 'Old World' ROM would cease to be supported in 10.3. I am not surprised as it is dragging the boot times way down in OS X currently as the Kernel has to decide wether the machine is Old or New World and patch the ROM appropriately. The New World ROM was designed from the start to take OS X (don't forget Apple already had Rhapsody by the time the iMac came out in April '98).
I agree with Jez in as much as it is not certain that it *won't* support Old World but I would assume it will not until you hear otherwise. I seem to remember developer releases of 10.0 installed on 604e machines as well as G3 and G4 computers, but Apple backed out at the last minute and dropped the 604 support (well they did but didn't - it wasn't actually ripped out until Jag-wire). I know this is backwards in comparison but you get the idea.
I fully expect a G4 iBook within the next 6-12 months and support for the G3 will cease within the next 3 major iterations of OS X. That is of course if they don't go down IBM's 'Super G3' route, but that's another story altogether.
