I thought in the chain of resolving a name your box would query the host
file first, then move to sources outside of itself, like the DNS server it
is pointing to.

I'm not Len, but here you go: Windows (actually all systems) has to have a
way to resolve the name of your mail server (such as mail.mysite.com ) to an
IP address. The HOSTS file is a static replacement for DNS and is used if
your system cannot resolve the name by any other means.
The hosts file can be found in c:\winnt\system32\drivers\etc directory. It
is a text file and should be saved in the same directory as HOSTS (do not
put an extension on the file).
The format is very simple:
If your mail server name is mail.mysite.com , and that server's IP
address is 10.0.0.4 then the entry would look like this:
10.0.0.4 mail.mysite.com
That is it.
