Not to beat a dead horse BUT.  Is your client completely opposed to replying
through the web messaging? Maybe then you could setup the mail client as an
IMAP if they need to see what they've sent (I don't know how slow that would
be with dial-up).  Just a suggestion...

Try having your client open a command window and telnet to port 25 or 110:

telnet mail.server.com 25
telnet mail.server.com 110

They should get a response from both if they have SMTP passed through the
Verizon firewall.  If they get through, then the problem is on the client or
server.  If not, then the problem is with Verizon.

Try having them increase their timeout settings in their mail program...
