Many thanks for pointing out where to look Julie. Problem solved. It was indeed the same user each time. Turns out this user had a hung deleted items box. I removed the box and all is well. I would still like to see Ipswitch jump on this issue soon. If they could finally tackle the web service problems once and for all we could all get some sleep at night.
