I think he is wanting to have the Spamcop list local to his network instead of "reaching" across the 'Net.

mirroring RBL servers with a local DNS is not something easy or efficient to do in general, and due to the multi-megabyte size and the frequent updating of the RBL zone files, something you really don't want to ask MS DNS to do.
