I'm getting the impression that this is a bad idea on my part, to think about trying 
to do this???

mirroring RBL servers with a local DNS is not something easy or efficient 
to do in general, and due to the multi-megabyte size and the frequent 
updating of the RBL zone files, something you really don't want to ask MS 
DNS to do.
