But that's my point.
We do not give a safe haven as you describe it. We do not tolerate it but we do not control it.
If they have a domain that they are hosting here, spam somewhere else and use one of their accounts here as admin contact for the domain we have no clue that they do and we cant stop them from doing so.
If we terminate them as customers it will not change anything, the record is still the same email address unless they change it and we can't control that part.
I find that unreasonable that we are being held responsible for something out of our control without any warning even.
As someone who has spent a huge amount of time over the last year battling various types of spam, all I can tell you is tough, live with it.
You are harboring a spammer, so that's the way the world turns. He may not be using your system to directly pollute the ether, but he is there in some capacity. No one has any obligation to receive your email, and if you are harboring a spammer by hosting his domain and/or his primary email addresses, then you are part of the problem.
If you want my advice, and want to be a good citizen of the Internet, send the guy packing. You're aiding and abetting the enemy, my friend.
