In Napster, go to File -> preferences and choose the sharing tab.  You can
select what folders you want to share there as well, but down the bottom
there is advanced options.  In the box simultaneous uploads per user type
whatever number you like..

If you are on cable, I think you should have a heart and share a little of
your band width...  You have so much, while others have so very little ;->
When I am using cable, I always share, because the napster community would
fall apart if no-one was prepared to share.

If you get a more advanced napster client like audiognome you can limit the
bandwidth going out, which is pretty cool, but they are much less user
friendly.
