I haven't done any of these in French for a long time, but hope the
following suggestions may help. They may at least provide you with a few
clues, but I'm sure you'll get more accurate replies:

Not sure exactly what is meant in this case by interlocuteurs, as it usually
means the parties to a discussion/meeting etc: 'representatives' maybe?
That's quite vague and might cover whatever this means.

It 'discharges' its responsibilities = fulfils its obligations
It 'disclaims' responsibility for ... = refuses to accept responsibility for

I imagine the second one is what is meant, but without seeing the text I
can't be sure.
