Regarding financial requirements, I too had told it can be provided for jalv2 for free. But we got to take a domain first and I can provide the hosting for free. Later on we can look for sponsorships or donations and have everything under the ownership of jallib team.
Regarding documentation, there's another refernce that can be helpful -mikropascal There's a free version with a reasonably good halp file with numerous examples with schematics and programs.
