Err, sorry, my stone-age knowledge updated: CD4094 can do the job, but it might not work with clock frequencies above 1MHz. Better use a 74HC164, it does about the same thing, costs about the same money but easily works with clock frequencies of 20MHz. Connect it to an SPI output port, and you have a cheap, convenient way to have as many output pins as you want.
