this does not happen as often again.
Why is a regression bug considered any worse than any other bug? If you refactor a section of code, regression bugs (careless or otherwise) are just as likely as any other bug. Regression bugs are *not* the exclusive domain of sloppy programmers.

I recently made a fairly sizeable change (5000+ lines of code) to an application that I maintain at work. So far 3 bugs have been reported, following a week of testing by our test team. Of those bugs, 1 is a regression bug (and a particularly sloppy one at that). Should I be taken to task over the regression issue? Or perhaps congratulated on the low overall bug/code ratio?

Perhaps our unnamed NNTP regressor ought to take some encouragement at the fact that there has not been much else wrong with the work he has put in recently.
