There's also a lot of secrecy surrounding ACTA [1] coming from the New Zealand government as well. ACTA is the Anti-Counterfeiting Trade Agreement that NZ is currently negotiating with the US (among other countries) and its assumed that this is free trade agreement is a large proponent of whats driving the Section 92a copyright change.
