Getting back to topic. Shouldn't the salary be higher to encourage someone to move? Wouldn't anyone who moves from the states want to travel back to visit family, friends, etc? On such a low salary, they may not be able to afford to travel.
I'm not saying that you shouldn't take a pay cut though based on costs of living. I left a job taking a 30% pay cut and ended up being better off because of the costs of living. I'm just saying that if you want a really good programmer, and are looking to the US, you may need to change your ideas about compensation to make it more attractive. I have a friend in Switzerland who left the US for a great job, but they are finding costs to be really high, and as he has a family, it is cost prohibitive for them to fly back to the states for Christmas visits or summer vacation. Perhaps these trips could be included as part of the package so the job doesn't seem like a complete separation from friends and family. Just my $.02...
