I tend to agree with Stallman here (which is fairly unusual for me):

As far as Microsoft is concerned, Mono is a paper-tiger that they can 
use to argue C# portability, etc.

They'll let it around as long as it is not threatening.  Simultaneously 
they'll keep adding Windows-specific APIs that ensure things written for 
Windows stay there and that Mono is always several steps behind.  If 
Mono ever becomes threatening, then I'd expect them to take more drastic 
action, ranging from new-fangled Windows-specific ways to do most 
everything to lawsuits.

In the interim, if using Mono floats your boat, great, but I'd feel like 
I was building on quicksand.

P.S. I think the Mono crowd would serve Linux better by focusing on Java 
rather than Mono.  Working on or using Mono serves Microsoft's interest 
(for now) and that can't be a good thing for Linux.
