A national Call for the Downsizing of the 29 South Sudan Ministerial portfolios into 13 National Ministries. Dear Mr. President and Confidants: The creation of 29 ministries is appallingly and vehemently displeasing to all South Sudanese citizens across the world. The citizens of the South Sudan had been very critical of the formation of the biggest and ineffective, inefficient government, which reciprocally depletes and funnels the national wealth into the pockets of few, corrupted elites, crooks, and presidential confidants. South Sudanese citizens across the world are calling on the RoSS to drastically and dramatically reverse this oversized government, and reduce it to a lean, effective, efficient, and quality government that can enable it to deliver sustainable resourceful wealth and services in an affordable and manageable systems. The twenty nine ministries are wasteful extravagance and exploitative ploys of the public mockery meant to siphon and drain the scarce wealth into the briefcases of the few elites. These creations of many ministries had nothings to do with the efficient and effective deliverances of public services to the people but it is perceived by citizens as welfare distributions of national wealth to few individuals to create favorable job for political confidants by the President. This is a dysfunctional, big, and expensive government and it must be averted in order to curb unnecessary, big government-spending and cut future expenditures for other alternative national expenses and to cater for all the other areas where the government may experience budgetary, financial constraints and shortages. I call upon the government to reduce the number of the current ministries to be reduced to a less expansive, inexpensive, small government of 13 ministries. Below are the dissolution suggestions of 29 ministries into what I believe is a public recommendations.1. The Defense Ministry shall emerge the department of the veteran affairs under its roof and creates military entitlements/pensions and other sub-divisions as its directorates. 2. Ministry of Foreign Affairs shall accommodate all the departments of regional and foreign/international cooperation as its departmental directorates. 3. The Ministry of Health and Human Service: shall emerge and accommodates all departments of the health and human services such as gender, social and child services as its departmental directorates. 4. The Ministry of Justice shall remain as a lone ministry on its own. 5. The Ministry of Treasure and Economy: The ministries of the trade, commerce, economic planning, investment and industry as well as finance and banking shall emerge under one roof of The Ministry of Treasure and Economy as its departmental directorates. 6. The Ministry of National Telecommunication: shall emerge the so-called ministries of postal services, information and broadcasting ministries under its roof. 7. The Ministry of Agriculture: The so-called ministries of Water services, wildlife and tourism, animal resources, fisheries, environment, irrigation schemes, forestry shall be emerged as departmental directorates under the one roof of the Ministry of Agriculture. 8. The Ministry of Education: Shall emerge the so-called ministries of General Education and Instructions, Ministry of Culture, Youth and Sports, Ministry of Higher Education, Science and Technology under its roof as directorates. 9. The Ministry of Energy: Shall consolidate the Ministry of Petroleum and Mining and Ministry of Electricity and Dams into the directorates of the Ministry of Energy. 10. The Ministry of Public Transportation: Shall consist of the Ministry of Roads and Bridges/Rivers. 11. The Ministry of The Labor: Shall compose the ministries of the Public Service and Human Resource Developments as its directorates. 12. The Ministry of Interior: Shall emerge the so-call ministry of the national security and the Ministry of Humanitarian Affairs and Disaster Management as its directorates. 13. The Ministry of the Public Infrastructure and Housing shall encompass the establishment of the urbanization and rural development and construction of public buildings as its directorates. Emergences/Recommendations of 29 Ministries into 13 ministries of RoSS. The so-call ministries of Cabinet Affairs, Ministry of Parliamentary Affairs, and Minister, Office of the President shall be ultimately eliminated once and for all since they serve no purposes at all in this categorical regards, simply because we have the two governmental branches already in place to serve the functions (both the Legislative (SSLA) and Executive (the presidential palace ministry) of the ministries of the cabinet and parliamentary affairs, and office of the president. This presidential decree had been redundantly repetitive, ridiculous, and in unprofessional duplicity. According to the national public opinions and surveys, it is imperative that this expansive and wasteful government be reduced to a lean, affordable, and sustainable government that can be able to save surplus national revenue or wealth to cater for other national allocations as well as strategizing for any future national budgeting crisis that may arise circumstantially in the process of running the big spending government. Regards, Thirik Lang Mijak, AA Graduate in Criminal Justice, USA Having too ministries is the waste of funds I believe the Ministries should not exceed more than 24 ministries, creating more ministries for job purpose will drain off the little resources we have. It's better to combine relevant ministry into one ministerial portfolio as example below: It couldn’t been better for president of the Republic of South Sudan to reduce ministries into the following ministries:; 1 Ministry of Cabinet and Parliamentary Affairs, 2 Ministry of Defense and Veteran Affairs 3 Ministry of Foreign Affairs and International Cooperation 4 Ministry of Office of the President 5 Ministry of Interior and National Security, 6 Ministry of Justice 7 Ministry of Finance and Economic Planning 8 Ministry of Labour, Public Service and Human Resource Development 9 Ministry of Commerce, Industry and Investment 10 Ministry of Information and Broadcasting 11 Ministry of Health 12 Ministry of Agriculture, Animal Resources and Fisheries 13 Ministry of Transport Roads and Bridges 14 Ministry of Education, Science and Technology 15 Ministry of Environment and Forestry 16 Ministry of Housing, Planning and infrastructure 17 Ministry of Telecommunication and Postal Services 18 Ministry of Petroleum and Mining 19Ministry of Electricity and Dams 20 Ministry of Gender, Child and Social Welfare 21 Ministry of Humanitarian Affairs and Disaster Management 22 Ministry of Water Resources and Irrigation 23 Ministry of Wildlife Conservation and Tourism 24 Ministry of Culture, Youth and Sports. By:Deng Ajakaguutkuei, Australia The country we are living in is no longer South Sudan. It has now turned into a country shedding off Innocent blood every year, so, is it the republic of south Sudan or republic of blood shedding? I mean where is the unity that brought us for the secession of the country, the unity that brought us together since 1956, the unity that made us stand firm for the election of our president and the ruling cabinet? In my eye I don't see anything not even one thing you can call freedom but only tribalism. No president can ever raise South Sudan from the ground level if he/she doesn't think of the poor, returning refugees and the elderly but only think of feeding your soldiers. Ran Andruz, Uganda Unnecessary ministries So, our president has decreed 29 ministries. Never in the 40 years of my life, have I heard of a Ministry of the office of the president and a Ministry of Cabinet affairs? What do these ministries do? And why have two ministries of education? Just have one ministry with different departments concerned with education. The same applies with the ministry of water and irrigation should be joined with the minstry of Electricity and Dams. And so should the ministry of Roads and Bridges and that of transport, all go under the ministry of Physical infrastructure. Time awaits for no man. About time ministers were appointed so that we can start looking at the issues of insecurity at our borders, economy and land issues. Anna Tabaan, Juba Does Pres. Kiir know importance of time? It is now a month without the new lean and broad-based cabinet promised to the nation early last month by the president. Many of the caretaker ministers are not working because the president had limited their powers just to supervision of ministries till new cabinet is appointed. Does Pres. Kiir know how much this country lose in a day especially when the most paid people are doing nothing, just sitting to hear whether their names are in the new cabinet list or not, while they are being paid for no work done. For how long does it take to make consultation on appointments of less than 30 ministers? I think Pres. Kiir does not know the importance of timely decisions. Nhomlawda W. Ranchol, Juba Equatoria Development not done by Kiir Kiir's fishy development of Equatoria Brother Makorou Joseph, Kiir did not develop Equatoria. It is the people of Equatoria who developed themselves. The other regions are still living in the past African saying that "what I eat is what is mine," that is why they are driving expensive cars, buying estates in Australia and USA while their kin are suffering in South Sudan. If you can advice your thugs turned politicians not to steal, other regions will sooner than later have good schools and hospitals as well. You should also embark on massive sensitization on idleness. If you move around Mundoria in Juba, you find all your guys politicking from morning to sunset plotting revenge killing against their people back in their regions. Thirdly, avoid giving birth like chickens. Your men behave like he-goats, having multiple partners and many children as if they are the only people to fill the earth. In the end feeding and education become a problem and the end result is starvation and criminality as well as stealing of public resources leading to under-development of your regions. Lastly, avoid eating too much. Reserve some of the money for investment. It is really a pity to see you guys eating as if there is no tomorrow. These are some of the few advise I can help you with for you to develop. Otherwise, development is not done by KIIR but by the people themselves. Wani Galaremo, South Sudan Why Kiir's confused always? Thank you very indeed Isaiah Abraham, for this bitter-truth narrative! Kiir Mayardit Thiek should quickly free himself from corrupted and myopic Gokrial and Rek Dinkas who have looted the South with impunity and spoiled the name of other decent Dinkas! Why should Kiir be a confused man always? Where are his brains? Even if the two appointees are from greater Gokrial Dinka, there should have been some thought of vetting! What were the basis of appointing them? Kaunda D, South Sudan Republic of South Sudan must be handled as a Nation. As different factions fought the Sudan government during the struggle, we acknowledge that SPLA was the largest fighting force and that is why under its umbrella, we voted for separation in the referendum. The referendum and the final independence was supported by 99.5% South Sudanese. The fighting of SPLA was not a walkover. SPLA brutality during the war has significant record and South Sudanese decided to forget in order to build a nation of our own. I believe today we have more discipline SPLA soldiers who are intelligent. Brutality during the bush war struggle cannot be the way we will live in the Republic of South Sudan after independence. The mentality of land occupation by Dinka from Bor had been going on throughout the civil war and that is way there was series of terrible war between Dinka Vs Didinga in Chukudum, Taposa Vs Dinka in Kapoeta, Kuku Vs Dinka in Kojakeji, Azande Vs Dinka in Tombora-Yambio and more others in Equatoria leave alone Dinka tribes fighting other tribes in Upper Nile region. Dinka can not deny there were serious crimes committed during the war. Let us not forget that when there is rise of any kind, there is also a point to fall. Nothing is permanent and so is the SPLA/M. I am now coming to understand why the biggest barrack of SPLA soldiers is in Nimule, Owyi Ki Bull and Moli. But if what SPLA are planning against the Madi people over their land is true, than assembling SPLA forces in those locations is delusional. I appreciate a letter draft by the Madi Community to the president about a threat to their livelihood. But I would like to advice that we draft letters and letters to the President before and after the independence. We came to realize that those letters are not reaching on the table of the President. The people working in the office of the President were not forwarding those letters. It ends to their table and it goes to garbage with evidence. Today invasion of Juba by Dinka is continuing aggressively after the independence and no one is allow to talk about it. The pain of Madi people is the some pain some tribes are experiencing in different form throughout South Sudan. If the County Commissioner becomes an ally to Dinka, advising Dinka Bor community to forcefully occupy Madi land, the issues become more complex. One time we land about Acholi Community been encourage by the some Dinka to annex Madi land of Owyi Ki Bull, Moli, and Opari to Acholi Payam. Today the County Commissioner who is from Acholi tribe is encouraging Dinka Bor Community in Nimule to occupy Land and fight the Madi people. Madi land annexation to Acholi Payam was draft by JJ. Okot, an SPLA solider from Acholi tribe. An ally of Dinka happened to be Magwi County Commissioner, and SPLA soldiers. Following these messages critically, I cannot deny the proposed arms transportation and deployment of SPLA soldiers in Nimule Corridor posted in www.southsudannation.com. I cannot deny the ROSS officials who are also SPLA soldiers having private meetings in Nimule plotting against the Madi people. I cannot deny Magwi County Commissioner meeting Dinka elders privately to plot against the Madi people. We are human and must learn to think humanly to avoid war in our new Nation. After careful reflection, if government of South Sudan cannot repatriate Dinka IDPs from Nimule and all over South Sudan, we are heading to a wrong direction and the government of South Sudan will be victimized for Dinka brutality. The point is, if the President can speak now, those Dinka will go without question. But so long as he is quiet, more atrocities will be committed by these Dinka and more trouble will crop up in the nearest future. Aluzio Gumbiri, Juba Relocating the city need the right place for every one I was shocked to hear that the committee charged with surveying the proposed city Ramciel could end up with calling Ramciel a swampy area. So my simply question is, was the survey conducted by moving around the area on plane or what? I asked that question because Ramciel is not a swampy area, if you want to verify my statement just consult the drilling companies of which some of them are right here at Thongpiny, I had gone to one of the workers to consult him whether the result released by the surveying committee was correct, he told me they had drilled up to 100 meters deep but no water was found and so they had to returned to juba to look for machine that can drill up to 200 meters deep. As know, swampy areas have water at the nearest levels. I have come out to rectify this because Ramciel is a vast territory that can stretch up to yirol West, Aweirial and yirol East counties in Lakes states, this implies that there will be no land wrangles like they are here in Juba, there will be enough land for investors and residents of republic of south Sudan as much as they may need it. As you all know, Ramciel is in the center of Republic of South Sudan of which all states will not complain of its distance unlike Juba which is almost to the boarder of Uganda. Juba being close to the border is not suitable to be a city because if any country of East African countries have war with the Ross, it would be worse since the enemy may have few kilometers to the city. Apart from being Centre of all states of south Sudan, the city is close to the river Nile which will make it good for breweries companies like that of soft and beer making factories, it has an opportunity for our fishermen especially areas like Shambe can enable our fishermen earn enough income and gives government revenue through, because the fish that is found along that part of the Nile is not found here, for former has biggest fish that can be exported to other countries thereby diversifying source of government revenue. Government of Ross should not rely on the findings of one source regarding relocation of the city, but they should have to diversify their sources so that truth can be easily found. If they do not react immediately by reassessing Ramciel, I will pity the long distances that our brothers in Abyei, Gogrial, Unity state, Raja and even Upper Nile state will be travelling to reach the city. One of the recent examples that I can give is the ongoing famine in Northern Bhar el Ghal, assuming the city is Ramciel, do you think that they would have not reached the city quickly in search for food supply? Do you think that their hunger would have not been heard more hastily? This is because the distance between Northern Bhar el Ghal state and lakes state is not that far. Our decision makers should put in consideration their colleagues in other parts of south Sudan. I therefore call upon the committee to re-assess the area in a detailed manner. Because the choice of the city will not be a coercive and nobody will choose it for us as it used to be to be during colonial period but it has to be a generally accepted place conducive to every state in terms of distance. The writer is South Sudanese concerned Citizen and can be reached.
