Whoa, there. "Moron" is a pretty strong word and not particularly appropriate in this instance.
First, the only secure way of disposing of a drive really is to physically destroy it. Given time and money, even a securely erased hard drive can be reconstructed.
Second, I'm pretty sure that HIPAA regulations require this kind of safegarding of health data.
Third, I actually *approve* of a company that actually takes its data retention responsibilities seriously. I'd rather they destroy the drive than put it on ebay with various information still on it like a gazillion other companies.
Now, the person who put the policy in place might actually be a moron, but this policy is not prima facie stupid.
