If it needs to be out of balance it should be the other way round. No point in having vociferous policing (it isn't anyway) if after spending lots of taxpayers money they get to court and get a suspended sentence or 1 hours community service.
In my opinion, if people are acting with anarchy in mind, then let them have anarchic justice when they get caught, and not be able to hide behind the very laws they don't want to obey.
