I wouldn't call the people who are looting and rioting as "citizens".
Luckily it seems to be being brought under control now, but if it wasn't then there is a very good risk of some of us citizens standing up to them ourselves, and that could indeed be called a civil war. And again, let's not try and link what is happening with the shooting in Tottenham, it is totally unrelated and the vast majority of those looting wouldn't even know the blokes name.
