I'm running WIndows 8.1 and this is the latest version of Roxio CD/DVD Burning
(the red box) that is designed for Windows 8/8.1.

I believe it depends on the windows platform you are using. An older version of
Windows did this on almost all programs I installed on a few machines, until we
got rid of Roxio completely. I'm wanting to say it was Windows 95 or 2000. But
this is a very well known problem with older versions of Windows and Roxio. It
isn't Legacy specific for those versions.

I'm not sure that this fix-it tool will solve the OP's problem. He does not
have a problem with an INSTALL or UN-INSTALL but rather Roxio wants to
configure itself every time Legacy is started. Apparently he purchased Roxio,
installed it, and wants to keep it. And apparently something was not quite
right with Roxio leaving a Windows Installer config file around. Perhaps the
fix-it tool will catch that, or he may wish to contact Roxio and ask them to
fix their misdirected install. But the big question in my mind is why does
Legacy want to run the Roxio config file? Apparently no other program is
wanting to do that. We may have to wait until we hear more from the OP if the
fix-it tool saves his day.

The link given to the Microsoft Diagnostics issue is a dead link.
