Why is carrying your property over a national border a privilege but 
carrying it over a state or county border not?

Why -- to cite a mildly hypothetical case -- is carrying your property 
from a Czech city to a Slovakian city a privilege now, but was a right 
prior to the separation of Czechoslovakia into two countries?   -Eric
