If you want tooltips then I'd recommend exploring the tooltip behaviors. There is no 
single command for tooltips, it involves having a field/text sprite on stage whose 
position, visibitlity and text you alter based on where the mouse is and what sprite 
it is over (if any).

NOTE: I mean "exploring the tooltip behaviors" in the sense of using them, I'm not of 
the impression that the behaviors serve as good instructional tools.
