Are you sure you'd really want to do this on a zSeries? Back when I had a fax system at home, the fax modem was connected to an RS-232 serial port on my PC. Is it even possible to attach a serial modem directly to a zSeries channel or some box on a zSeries channel? OK, I remember doing this in the deep, dark past using an NTO gen on a 3705. Many years ago.
