The configuration files for uucp are (usually) in the directory
/etc/uucp/.  You can copy the sample config files (Systems.ex etc. ) 
and modify the phone numbers, modem port etc. It is not very difficult. 
You can check the settings by dialing manually to NIC with the "cu"
command. 

For exchanging mails, NIC has to give you a UUCP login 
account and you have to modify the sendmail.cf on your machine to make 
it use uucp for sending/receiving mails (There must be a sample
sendmail.m4 along with the sendmail.cf package). This setup can be checked 
manually using the Uutry command. Once it is working you can schedule
the dialing out at desired times with entries in the crontab. 

On the whole the setup requires a "little" effort. I guess fewer people 
are using uucp these days. The new versions of Linuxconf may make the
task easier (I have not used it).
