Depends on what you run on the box. You only need to upgrade the
services you run. The other things shouldn't be there anyway. Tweaking
and reconfiguring should not be necessary unless there are major
changes. And *anything* as complex as a computer needs administration.
Even windows (I count reinstalling as part of administrative work). You
can only simplify things down to a certain point, after which you lose
functionality. 
The biggest problem with any unix/unixlike system that I have seen is
that people are scared to learn. They think its too tough to learn. So
what is needed is a flatter learning curve, which must be longer.  
Ah yes, and people still think that Linux is a command line only OS :(. 
They are afraid of any system which doesn't give them a nice looking
graphical point and click menu. 

That fear is the biggest thing in the way for Linux to get popular.
