Yes, it could be an (MSP) Mapping Service Provider that is an allocator. But 
since LISP will be a substrate it has, it can monetize other services like 
mobility and multi-homing at lower OpEx than it can today (that is lower OpEx 
for multi-homing today, there really is no seamless roaming service available).
