I envision existing ISPs to run PxTRs because they have capacity planned for data movement. Where MSPs are adminstrative and policy driven. They don't need the bandwidth capacity as the data-plane providers. So, in theory they could do both but I envision that an existing data-plane ISP would offer MSP services versus the other way around.
