According to the article, Bush announced a 2020 return to the moon back in 2004, although I don't recall hearing anything about it. But the big news is the planned 'Polar Camp' on the moon planned for 2024.

Erm...why? I get missions to orbit and such, since you can do a lot in the way of experiments and materials science projects there. And I get the Voyager (and similar) missions, since they tell us a lot about our solar system and its inhabitants. And I'm as gung ho as the next guy about Hubble and other such projects, since they tell us a lot about the universe in general. But what do we get out of a colony on the moon? Can we actually set up observation posts there that will tell us more than Hubble? Is mining going to be worth the trouble? What?

Building a permanent space station seems like a useful and worthwhile project. By contrast, building a moon colony just seems...well, looney. I don't get it.
