I never really considered Bernie to be particularly good myself. He managed to get his Zaku shot out from underneath him the first time we see him, and while he managed to give Christina a good fight in an inferior mobile suit, that was no doubt because he'd rigged the battlefield beforehand.
It's hard to say just how good of a pilot Hikaru was, but he did go up against Kamjin(sp?) a few times and iirc seemed to be able to hold his own. In fact, there's a good argument that the ace pilot that Kamjin tells Milia about (which leads to her obsession with Maximillion) is, in fact, Hikaru since that's who Kamjin is constantly clashing with.
