I think the big distinction is that they are not the immediate
concern right now because the problems that need solving lie
elsewhere first. Case in point, control theory, as developed as it
is, could stand to be better, and a better control system will better
control a fusion reactor, but said control system is probably better
developed for a life support system, for example, which is more crucial.
