Earth have to do with future problems in orbit? Are you suggesting we

Well, there you go then. While I assume that writing them would be
harder I can't state, as you attempt to, that they absolutely are. And
flying in atmosphere over a planet isn't the same as flying through
space, right?
but I've worked on writing control loops and they are not trivial. A
flying mech is even worse. Not that it's impossible, but resources
are limited and better spent figuring out other problems instead.
In war I would say that resources are expended on the war effort and if
a solution seems like it could work, they will be expended on them. On
the off-chance. Especially if the country has a lot of resources to
expend or it's in the fight of its life.
