I'm not sure why that's relevant, though.  They were both prototypes created at the same time in order to compete against each other.

 

The initial 5 Gundams in SEED were prototypes created to compete against each other.

 

How many companies are involved in the process is irrelevant.  The only noteworthy difference is that in the latter case the prototypes were apparently designed to test a concept (specialist versus multi-role), whereas in the former case both craft were designed for the same basic missions.
