Not really.  Designing units with different missions allows you to test out which configurations the mobile suit designs are best suited for, and to test likely avenues of development for your mass production suits.  In both stories, the other side had already proven that mobile suits worked, and the Earth military probably had at least a couple of captured mobile suits that could be used for raw data (in CE you've got both the Junk Guild and mercenary units operating ZAFT mobile suits so it's hard to imagine that the Alliance didn't get a few of them).

 

In UC, the program created three different mobile suits at the same time, each of which used a slightly different approach - the Guntank, Guncannon, and of course the Gundam.

 

In CE, the program created five different suits, each of which used a slightly different approach - the Duel, Buster, Blitz, Aegis, and Strike.

 

Aside from the fact that all five of the latter fall under the collective title of "Gundam", there's not really much of a difference between the two programs.

 

My only complaint with the latter program isn't that there are different kinds of suits.  My complaint is that the Blitz and the Aegis seem to demonstrate technology that's quite a bit more sophisticated than the other three suits - specifically the Mirage Colloid and the transforming technology on the Aegis.

 It makes more sense realistically to have eight units of the same design
collecting data than to try and design four mobile suits without any
data at all.
