Guess I am too used to see things like this in various Super Robot shows - they 
always just "dump" a new villain or what not in the second half of the series, 
without much foreshadowing. After the "production issue" with Seed Destiny, I 
gave up on trying to figure out when they are dropping hints or what not...

Like I said, with the second half of the series coming much later, it can means 
that the second half story can change - they just don't want to write 
themselves into a corner, I guess.

I think the characters were asking the question - Shirin was questioning the 
UN's motive, and as we find out that UN person happens to be part of CB, and CB 
just happens to be there around the same time, it certainly makes you wonder 
about CB's motive. At least you can say that you cannot "predict" the plot of 
Gundam 00, but then again, they managed to be able to do it because they 
basically haven't said anything...

Like I said before, the CB inner-working seems likely would be one of the main 
story element in the second half, I think they just don't want to write 
themselves into a "corner" - with a big "holiday" in-between the two seasons, 
they probably haven't even finish writing the story for the second half yet.

I gave up on "predicting" plots on most of the new series nowadays, as we have 
seen with cases like Code Geass and Seed Destiny, it seems the "story" can 
change based on demand from sponsor or what not, so it probably won't matter 
even if they drop hints - they can always change it later...

Only thing I am speculating on right now is how in the world is GN Arm going to 
be used in the first half of Gundam 00, since it looks to be space only, so I 
guess the "final battle" of the first half would take place in space.
