Yes and no.  While I don't demand a 'Babylon 5' style plot where pretty much 
the entire plot from start to finish is known in advance, I would expect them 
to have at least a basic idea of what CB is and what its goals are.  After all, 
CB is the organization that the protagonists are all a part of, and the 
organization that drives the plot in pursuit of what appears to be a very 
unusual goal.

 

The writers need to have a basic idea of what CB's real goals are, or else they 
risk accidentally writing themselves into a corner.  That doesn't keep them 
from suddenly deciding that Louise is going to join the Ptolemais bridge crew.  
But it does help prevent them from accidentally contradicting something 
seemingly minor that was in episode 1.

Like I said before, the CB inner-working seems likely would be one of the main 
story element in the second half, I think they just don't want to write 
themselves into a "corner" - with a big "holiday" in-between the two seasons, 
they probably haven't even finish writing the story for the second half yet.
