This would permit any holder of any subdomain under any ccTLD to be eligible
for this constituency. This stretches its definition to the point of
meaninglessness. The ccTLD constituency is properly limited to the TLD
registries themselves.

But Iperdome itself is a commercial entity. On that basis, it is clearly
