Jay, Speaking of drawing lines, notice the major changes made in the DNSO subject matter jurisdiction in the proposed By-Laws changes. The old provisions provided for broad DNS related jurisdiction: "...TLDs, including operation, assignment and management of the domain name system and other related subjects." The new proposed provisions provide for very narrow jurisdiction "...with respect to policy issues relating to top-level domains." This sleight of hand would leave all other DNS related matters exclusively to the ICANN Board.
