You're absolutely right. I stopped at this myself, and wondered if
it wasn't an error. I still think it could be an error on the part
of the staff who are drafting these things. But that's probably just
wishful thinking. The truth is likely that the ICANN Board took heed
of a posting that Jay made after the publication of the Registrar
Accreditation Guidelines saying that they rendered the DNSO
superfluous. And my own postings accusing the Board of usurping the
DNSO's functions may have unwittingly added to their enlightenment.

In this scenario, the inclusion of the DNSO within the ICANN
structure as a non-incorporated body will make it doubly impossible
for the DNSO to acquit its true functions. Joe Sims has really been
working overtime. it seems. You've got to hand it to him, he's
diabolically clever.
