Thanks, I thought they may be some type of lead seal tool, like that used on 
building electrical meters etc.

Darn slang words....
I'm having a hard enough time dealing with "sick" being use to denote that 
which is "cool/awesome/neato/tubular".  lol
Even worse when you start talking about english slang from various countries. 
Especially countries like "Liverpool"  hehe

As for head inspections....  
Do park staff have the same authority as the coast guard in the USA ?
Do the federal marine laws  override all local US laws ?  In other words, can 
some guy having a bad day tell me that "our local laws require that you have a 
steel valve that is welded shut" while I'm anchored 2 miles from the sewage 
outlet of a city of 2 million people ?
