We don't live in Florida, but our boat does. We also have a Y value. We use 
 those plastic zip ties. We have been boarded by the park rangers at the 
Dry  Tortugas and they seemed to think having the zip tie was acceptable.
 
I think we are the only people that were boarded that particular trip. Not  
sure why. We arrived around 9-10 AM and went straight to bed. We were woken 
up  around 1 PM by the rangers knocking on the boat. Of course, there was 
this Park  Ranger (in charge), that was a particular arse. He was such a 
jerk,  I sent a complaint letter.
