Seems to me like that would fulfill the intent of the regulation, but not necessarily the "letter", so it might depend on the mood/ego/etc of the CG inspector. I'd recommend adding the wire tie to the valve lever to be as sure as possible of "perceived" compliance.

We have been boarded by the park rangers at the Dry Tortugas and they seemed to think having the zip tie was acceptable. I think we are the only people that were boarded that particular trip. Not sure why. We arrived around 9-10 AM and went straight to bed. We were woken up around 1 PM by the rangers knocking on the boat. Of course, there was this Park Ranger (in charge), that was a particular arse.
